The book of Proverbs is called itself, because it consists of wise and weighty sentences: showing the morals of men and directing them to wisdom and virtue. The full purpose of this book in the bible is to show a list of morals to give to the people for them to learn and show. It will make wise and people and give them virtue. They educate the reader on how to live a good life.

Law - because it has lists and lists of rules and lessons and they have been in-forced through time and everyone is expected to show living a good life.

There are no characters in this book, it is someone speaking and telling the rules of how to live a good life, the people of the world are the only ones talked about in the book of Proverbs.
4. Who was the Author?
King Solomon, famous for his wisdom, is credited as one of the authors of Proverbs. Other contributors include a group of men called "The Wise," Agur, and King Lemuel.
